As the Ukraine is an act of law it might be a bit more difficult this time without control of both houses to change the act.

The Ukraine defence agreement is a 10 year act signed into law by Biden. It determines the levels of military and civilian aid America will provide to Ukraine. Trump needs to win the election and the republicans need to secure both legislative houses to change the act. Support for the next 10 years has already been signed off, subject to the above scenario AND a decision to withdraw from the act.

Also remember the winner is only the president elect with no actual power until inauguration in January (Transition Act) Biden could, if he chooses to , provide additional support between November and January as a preemptive move.
