Monoculture on big farms is to blame... it is destroying soil structure and requiring stupid amounts of NPK fertilisers. Then heavy rain just runs off with the topsoil and fertiliser and enters the oceans and starts the algae bloom which then uses all the oxygen in the water... There is a slow move towards no-till farming and cover crops which is a start.
