The known unknown is ADE [antibody dependent enhancement] - you get given a vaccine; it works and your body develops antibodies against the virus; over time the level of antibodies in your body drops; in some cases people who have the lowered levels of antibodies who are then exposed to the virus end up getting far sicker than if they had never had the vaccine in the first place. It is expected that the time involved to establish if ADE will be a problem with a specific vaccine is around a year.

As such, safety of any vaccine will not be fully understood until at a year (maybe longer) has passed since they began administering the vaccine in the first place. If a person is likely to be exposed to the virus regularly (working in a hospital / dealing with members of the public) getting vaccinated is a logical choice; if a person is far less likely to be exposed then waiting to see the potential side effects may make more sense.

Bear in mind that the NHS is likely to financially incentivise Doctor's Practices achieving a certain level of immunisation amongst their patients. Some future NHS treatments (hip replacements could be an example) may be dependent on having received the vaccine because of in hospital infection concerns. That does not mean the vaccine is safe; taking a newly developed vaccine has inherent risk that a rational person / patient will need to judge but it is unlikely that a layman is in any way qualified to make that judgement.
