'policing of elections' is a polite way of saying that policies to deter blacks from voting are being introduced.

The CONservatives are trying to introduce voter ID here to deter fraud that does not happen with in person voting at a scale that warrants any intervention. Polling has shown it will benefit their base, who are more likely to have ID conveniently available.
