Other papers are saying he said it will increase to £100b by 2030 when it will have reached 3% of GDP. That is predicting a GDP of £3.3 trillion. The 2021 GDP was £2.4 trillion, so they are only expecting a GDP increase of £0.9 trillion despite the current inflation of over 10% which is likely to remain significantly higher than the 2% target for years to come.
And the Conservatives are likely to be out of power soon, when the incoming GOV will need to make hard decisions about spending priorities and debt repayment. Wallis's words might just be sweet nothings to encourage other NATO members to commit more...
