Nonsense - I used to work in Compliance. Firstly, avoidance is legal [I expect you have an ISA, SIPP etc]. Secondly, HMRC target 'yield' and how much they can book in reports to the Treasury. They are understaffed and do not undertake criminal prosecutions, having let virtually all criminal investigators go under Blair / Brown. In addition, there is politics always at play; despite there being a known problem in the horse racing industry, it had a hands-off policy whilst I worked for them as there were too many rich foreigners whose affairs would get touched. I would imagine that there is currently pressure from central GOV to avoid stirring into the Covid testing / PPE industry as it will just rake mud on politically connected people.
