You seem to be fixating on something that isn't necessarily relevant here, as for the guff about USA patients demanding a disclaimer against legal actions etc.....I will not comment on such a ridiculous assertion.

If you are claiming to be an oncologist making these statements please confirm because I will speak to one I know personally and then get back to you.
