That depends on what side the mains are to the Pensana building line. PX group are providing utilities to PRE. They will not be installing the infrastructure within the site limits. That is Pensana responsibility.

Been involved in plenty of projects that use proven and licensed technology.They dont build pilot plants such as you describe. Rare earth separation uses proven technologies for precipitation and flocculation vessels and dont need the type of installation to prove the process.. The pilot plants used by Pensana and other companies are only required to demonstrate that the process being proposed works. And im very sure that it didnt cost peanuts to run the process. The source of processes being used are described in some of the supplied documentation on the company website. Photographs of the pilot processes are also shown in the annual report if you would like to look. However, the company haven’t taken the engineers calculations at face value they have ensured that the processes work.

The testwork for the MREDS plant design was undertaken by Nagrom at their facility in Perth, with vendors brought in as required. The following MREDS testwork was completed during the reporting period, with several items continuing:
• Continuous piloting of the acid mixing and baking circuits
to produce representative feed for downstream processing, including exposure of corrosion coupons to process conditions to assist in the selection of appropriate materials of construction;
• Optimisation of the leach extraction process to reduce costs while still producing quality MREDS product;
• Piloting of the leach extraction and impurity removal processes, the latter of which is continuing, and will culminate in the piloting of the MREDS precipitation circuit; and
• Vendors of key equipment were invited to view their respective areas of the process, taking samples where required for equipment sizing.
Lastly, confirmatory testwork was undertaken on Saltend refinery processes to provide samples for vendor testwork and equipment sizing, including:
• front-end caustification, oxidation and redissolution of
the Longonjo MREDS;
• solvent extraction (SX) isotherm development;
• impurity removal by ion exchange; and
• final product precipitation for equipment sizing.

But the analysts report from Liberia seems to have pushed you over the edge. There are plenty of schematics in the Liberum report and the company annual report advising the processes being used. Although not in detail. How do you know if an application has been applied for or not, did you google Pensana Patent, or wood group, or any number of the other companies s involved in the process design. More to the point what difference does it make. As long as the process works. This discussion that you are obsessed with is pointless, as you are trying to prove a NULL point. I cant find the patent application, therefore it doesn't exist is not going to win you any court cases i can assure you!!!

It hasn’t , but it not a requirement to start construction. Its a requirement to allow operation.

I believe you need to differentiate between an EIA and an Environmental permit. The EIA being performed (or not in the case of saltend, as the data needed was already known). The environmental permit is issued, when the construction is finished and before it goes into operation. The laws and regulations are known in advance and built into the engineering of the facility. The environmental permit will be issued when the environmental agency have reviewed “the as built” facilty and satisfied themselves that it complies with the laws and regulations and conforms with the plans and drawings previously submitted to them. Without the permit being issued, the plant will not be allowed to operate. To do anything else would turn the process into an exercise in to a paper work and bureaucracy, rather than the oversight and accountability role that is necessary.

Hendereti, Im not going to say it s a formality, because it isn't. However, in both the initial enquiries to East Riding planning department in November of last year, and in the planning application approval this year, the environmental agency had been consulted and after initial enquiries no objections were raised. At the moment engineering and construction is going ahead in parallel with this process. if there was a significant chance of the environmental permit not being granted, then nothing would start until it has been received.

Theo, most of the MOUs I have been involved in (and there have been many) whether binding or non binding on the parties have included an NDA or confidentiality clause, which regardless of the rest of the document is always stated to be "binding"
