Endless Woffle and no Action - Where is the Float Plant ?11 Feb 2026 01:26
Graham Hill announced in the 30th October RNS that he had decided by the end of September 2025 that the secondary Xinhai Technology secondary float plant should now be purchased & said in that same 30th October RNS that negotiations for that purchase had been taking place throughout last October.
I discovered I seemed to have been slightly mislead into thinking the new Xinhai Technology secondary float plant would just take a few days to be transported the short distance from Harare to the PREM Zulu mine & would then take no time at all to be bolted onto the existing ore processing line and then the whole processing plant turned on and producing SC6 ore concentrate long ago.
It is now three and a half months since that 30th October announcement that negotiations were taking place for the secondary float plant purchase to replace the Stark supplied float plant because it would be more reliable and less likely to cause further delays to production. Those delays Stark caused have prevented PREM from making a signifigant regular monthly profit for three whole years now.
With the huge rise in the Spodumene SC6 ore concentrate price in 2025 to about $1900 a ton today it would mean a current monthly ex mining cost monthly profit of at least about £3 million - that is £36 million a year indicating a potential market cap of about £300 million. The current share price would have to rise about seventy five times to get anywhere near where it should have been by now !
If the decision to purchase the new, more competent float plant had already been taken & purchase negotiations taking place by 30th October where is it ?
I understand it normally takes just a few weeks to connect the new float plant once it has arrived on site. But with the abysmal incompetence and incoherent communications via the strangled and tortured language used in he RNS' I just didn't have a clue where the plant was right now..
Was the new float plant on the Zulu site yet and being attached, or was it still in Harare ? It rather seemed the RNS of 21st January 2026 announcing the extra funding "to complete the purchase of the 15-20 TPH flotation cell plant manufactured by Xinhai Technology Processing EPC" gave the impression that absolutely nothing at all had happened about actually moving that floatation plant from Harare to Zulu in the past three and half months.
But, I find it difficult to actually believe PREM could be so incompetent that absolutely nothing more than endless 'woffling' has been going on all that time with just finally agreeing a sale starting only when that 21st January 2026 fund raise was announced as being primarily "to complete" the new flotation plant purchase.
What does that really mean ? Where is that wretched float plant right now ?
