As a former electronics engineer by training, I would say this is very feasible and everyone may be getting tunnel-visioned on Li battery tech. At present the Chinese use super-cap powered busses in an urban environment where the bus can re-charge from induction loops in the road while passengers are boarding. Capacitors do have issues in the way they deliver current compared to batts, however I would have thought that with modern power-electronics this can be managed. And yes caps can be charged quicker than you can put petrol in a tank. Also, caps dont really degrade like Li batts, they can just fail but this is also manageable.
