It"s important to understand that anything over 70% is way ahead of standard of care and should attract industry attention, hopefully mainstream media attention as well.
Not sure how much significance we can assign to "the majority" - I think it's just a legally safe phrase that is easy and gets the point across. If they know the actual number, beyond the 11 out of 13 patients, and it hasn't been RNS'ed, they obviously can't say anything that indicates the actual number.
The recent RNS of annual results has this in it
"As previously reported, the SCIB1 cohort of the SCOPE trial reported exceptional results in the first stage of the study with 11 out of 13 patients showing at least a partial response which is an objective response rate (ORR) of 85%, exceeding the 70% ORR that the trial was configured to show.”
A lot easier, and unlikely to get you in trouble is to say “the majority”.
