I thought that the Japan link may be at risk due to the relationship between Russia and Japan having deteriorated, however the last lines of this Japanese article (from this month) suggests that hydrogen from Sakhalin may be supplied to Japan.
Wider article also talks about the Hydrogen trains being ordered for Sakhalin itself and domestic use in Russia.
Also see that Rosatom are heavily involved - same company that recently announced the JV with NN for lithium in Murmansk.

"Rusatom Overseas" (Rossatom affiliate, providing Russian nuclear technology abroad) and French industrial gas manufacturer Air Liquide S.A. is planning to build a hydrogen plant with an annual production of 30,000 to 100,000 tons in Sakhalin. For this reason, a state-of-the-art floating nuclear power plant (design number 20870, nuclear reactor RITM-200) may be installed.
According to expert estimates, the project costs about 200 billion rubles. The Russian Ministry of Energy proposed the formation of a "hydrogen valley" that will be given preferential tax to Sakhalin as soon as possible for industrial development.
