We get the ML for MCIPP and we have two immediate sources of income generation. Will SEPCO really hold off what they may see as a cosmetic process to agreeing a tender?

I would not be surprised if the issue of the SML is accompanied by off take coal sales. LC will have already worked those and just needs the licence to mine and sell. The coal here does not need to be washed and is good quality.

Activity is now ramping up from the dark days of low POO followed by the removal of investment rebates by the SOA. Many smaller companies like ours and GB have felt this hit the hardest with delays in the rebates. New entrants such as Oil search will not have the rebate experience and are funded accordingly. We can expect other companies to be of similar persuasion.

Dw is expecting a farm out based upon Good 3d and the farm out % will reflect that risk to the Farminee.

The days of partnering to achieve a successful drill are not gone, they have just been slow in coming back.
Ironically our JV partners on the western block have experience with this as Gb and Otto joined forces and prior to that Otto and RMP with the Hawkeye drill.

The SML being signed off does make the tender process redundant. Kibo holds the lease rights over the High grade Mbeya coal field. Does any other company hold such a lease? A lease where the coal does not have to have additional costs for washing.

Not much point in issuing an SML if it cannot be backed up with a PPA. Not sure than any of the ML or SML issued or ready to be issued, have a fully documented PPA ready to be submitted, let alone already submitted.

SEPCO will know this. How much more will they need, if anything to proceed.

Should SEPCO defer until end of October, this is not going to hurt. After all the tender/s will not be opened until October 18.

I suspect FC could come in during November/December, subject to the SML moving from recommended to approved and issued.

I suspect the SP will move back to mid 4's today pending a re rate with SML being confirmed.
