True Debbie White hasn't let anyone down as such. To many shareholders minds though, not letting the company going bust is what her and the other directors are paid, generously, for in their salary.
If the targets are so qualitative, surely it would be best just to pay a higher base salary? Save the bonus for something more equitable, like the delivery of a small dividend or greater shareholder value?
This is why a lot of people don't get get excited about Directors buying shares "with their own money". There is a train of thought that says they should never have had that money in the first place.
