I have been tracking the shorters for OCDO for several years now and although the visible shorters add up to 1.17%, if you track the shorters who have reduced below 0.5 % but not declared as 0% they add up to 17.59%
The shorters who have reappeared in the last few years have always reappeared from their previous position.
