Any CEO with the the true entrepreneurial spirit would do just that at any cost and get the license as soon as I could. No, and I am sure will not receive it for another 10 years, because even much more mediocre and idle CEO is sitting there simply parasitising on the expectations of naive investors. Thanks God I was quick enough to realise that there is no way to achieve success with such a CEO and left the company 5 years ago without losses. So often the words of the management of this company diverged from the deeds that now the market does not believe at all in what they say. If the market were really sure that EL would be provided by the end of Q2, then now the price should have been at least 18p-20p. And if a license was granted + some other positive news, for example, an agreement with Petro-China or another partner, the price could reach at least 35p-40p. Therefore, the entire future of PM now really depends on whether the words and deeds of the company's management begin to coincide otherwise the company will sink to another and even deeper bottom.
