What side Georgia is tied to Russian ports with its Poti and Batumi half-loaded is not to be understood. Like Frontera, which had not found interesting oil and gas fields in Georgia for 20 years of operation, it was going to ensure energy independence from Russia - the same thing. It’s another matter that, from a certain time, Georgia has not been energetically dependent on Russia, buying the necessary gas from Azerbaijan, but the authors seem to be unaware. Their task is different.

By the way, the Conti Group declined to comment on the senators' complaint to the Secretary of State against Georgian authorities. But Frontera, which by decision of the Stockholm Arbitration Court should leave Georgia and for violating its obligations to pay several tens of thousands of dollars, was also noted in a letter to Prime Minister Giorgi Gakharia. Retelling it makes no sense, but the essence of it is in an arrogant advice - to change your mind so as not to make yourself a big trouble.

The situation, however, is unpleasant for the Georgian authorities. In their letters and recommendations, American politicians use the wording “US geostrategic national interests dictate ...” It is known that only theses about protecting and strengthening national interests are heard, then actions can follow. And it is by no means accidental that the chief curator of reforms in Ukraine, the ex-president of Georgia, Mikhail Saakashvili, answered the recent question about the events in his homeland, which angrily cut off the journalist with the words that he was very busy and not in Tbilisi, now he answered a similar question that during the parliamentary election he will be at the forefront. The Georgian Foreign Ministry immediately called the Ambassador of Ukraine to explain why the Ukrainian official Saakashvili intervenes in the internal affairs of the former homeland. But what is the ambassador? In such cases, the comments of the owners "are taken into account and transmitted to the Foreign Ministry."

This is not the first American “run over” to Tbilisi in anticipation of the parliamentary elections this fall. Obviously, the former National Movement party in power, with its informal leader Mikheil Saakashvili, went all out for the sake of returning to power and fully reanimated its ties with the American political establishment. Not so long ago, senators and congressmen bombarded the Georgian government with a demand to make concessions to the opposition on issues of the parliamentary election scheme - reducing the number of majority deputies in favor of deputies on party lists and releasing political prisoners, which implied the stealing former mayor of Tbilisi and former defense minister, year actively participating in speeches in front of the parliament building and provoking the protesters to seize it. But this was not enough. After some time, a group of congressmen and senators turned to US Secretary of State Michael Pompeo and US Treasury Secretary Stephen Mnuchin with a letter in which they expressed concern about the deterioration of public administration in Georgia, the impairment of American business, the activation of Iranian business in this country, bypassing American sanctions, and again Ivanishvili’s ties with Moscow.

In the appeal, special attention was paid to the history of the American companies Frontera Resources and Conti Group, which, according to the authors of the letter, the Georgian authorities squeezed out of the country, probably for geopolitical reasons. Since the mid-1990s, Frontera has unsuccessfully searched for oil and gas in Georgia. Last year, her financial situation seemed to be shaken, because delays in salaries and the mass dismissal of employees began. The Georgian authorities considered the incident a violation of the contract and through international arbitration they secured its termination. And Conti Group participated in the project for the construction of a deep sea port in Anaklia. Her Georgian partner TVS Bank had difficulties - an illegal financial transaction 10 years ago was revealed during the audit. As a result, the troubles changed the leadership of the bank, and the authorities at that time, having not received confirmation of the financial viability of future builders of the port in Anaklia, decided to change the Georgian participant in the project. Then the Conti Group also left it.

However, the authors of the letter to Michael Pompeo, some of whom, according to Tbilisi, are official lobbyists of American companies, have their own vision. The letter says that the actions of the Georgian side are dictated by the geopolitical interests of Russia, and Ivanishvili did everything possible to maintain Georgia’s dependence on Russia, since American companies did just that - they pulled Georgia out of the Russian energy yoke and attachment to Russian ports.

A bit of a rant from Russia
Pt.1

FRR is mentioned a few times though nothing new here, more a Russian rant on events -

Members of the Republican Party in the House of Representatives of the US Congress called on the US administration to impose sanctions against the chairman of the ruling "Georgian Dream" oligarch Bidzina Ivanishvili. Such an initiative was made by the largest internal party faction in the House of Representatives of the Congress - the Republican Study Committee (RSC). In a report on global threats, a fair amount of space is given to Russia. About the same as Iran and China. It is these three powers that the authors of the report (13 congressmen) indicated as the most dangerous enemies of the United States, openly working against the national interests of the States, and therefore ...

Consequently, sanctions need to be tightened against them, introduce new ones, play ahead of schedule, etc. Among the specific people against whom we must immediately begin to act is Bidzina Ivanishvili, whom Congressmen consider a close ally of Russian President Vladimir Putin, who works to destabilize the situation in Georgia.

120 pages about US threats. Praise be to the Almighty - the document is recommendatory in nature. If it were obligatory for execution - war cannot be avoided. Hopefully, he was recommended to people more intelligent than the authors themselves, not so obsessed with, in particular, hallucinations of Ivanishvili’s efforts to destabilize the situation in Georgia to please Vladimir Putin or on his instructions. The oligarch can be blamed for many things, but not this. From the first day of the displacement of the overly temperamental explosive "National Movement" and its leader, Mikhail Saakashvili, Ivanishvili tried to "calm" Georgia, which was agitated, agitated, nervously exhausted by the long-term rule of the "nationals". For this, for a completely sedative line, Ivanishvili was repeatedly criticized domestically, and his opponents equated his caution and moderation with the desire not to do anything that was not personal business.

"Foreign direct investment reduced by 42 percent in Georgia"
"Foreign investments in the first quarter of 2020 in Georgia amounted to $165,400,000, which is almost 42 percent less than in the same quarter last year.

The Georgian authorities say that the main reason for the reduction in investments was the pandemic and the fact that the main gas pipeline was completed. Investors are unconvinced, since the volume of foreign investment began to decline last year, that is, before the pandemic broke out.

Nevertheless, Minister of Finance Ivane Machavariani is sticking to the coronavirus story. He says that allegations that the situation was deteriorating for other reasons do not correspond to reality.

Opposition believes that the decline in investment was caused by foreign investors’ distrust in the Georgian justice system and the unstable political situation. This, in particular, was stated by the representative of the National Movement Roman Gotsiridze, clarifying that what was happening was the result of Bidzina Ivanishvili usurping all branches of government.

Atlantic Council articles
The A.C. has been occasionally posting articles on energy related issues in Georgia and the surrounding states. Recently, they are posting very detailed articles everyday. This is todays article and it does talk about US - Georgia policy but in relation to gas pipes. But each day its attacking from a slightly different angle.

re: data - the GOGC had a claim for the surrender of relevant data, work product, reports and surveys. The claim was rejected with the Panel saying there was no legal basis for such a claim.

I should have added in that last post that the request for data covered the areas to be relinquished, so the 99%

I was reading a non-O&G related article a while back that was discussing things post CV and how it might impact new infrastructure projects - it predicted a general lack of interest / competition for major start-up projects resulting in more power for existing players.

Johnathan, Zaza signed a letter dated 15/04/2019 to GOGC which referred to the Production Sharing Contract and Refinery Study (PSC) entered into on 25/06/1997 by and between FRGC, The Ministry of Fuel and Energy of Georgia and The State Company Georgian Oil, as amended. It said “ Please take this letter as notice pursuant to Article 27 of the PSC that on 13/04/2019, Contactor assigned 100% of its interest in the PSC and the corresponding ownership interest in the Operating Company to Frontera Resources US, LLC, a Texas limited liability company, an Affiliate of Contractor and a wholly-owned subsidiary of Frontera Resources Corporation. Pursuant to Article 27 of the PSC, FRUS hereby declares and guarantees that:
(a) It has the technical and financial ability to perform the obligations to be assumed by it under that PSC;
(b) As to the interest assigned to it, accepts and assumes all of the terms and conditions of the PSC.”
I presume that FRR was unable to provide proof of 'financial ability' by June 2019 and the ongoing law suit and arbitration would not have helped their cause. However, according to the transcript "In the fourth quarter of 2019, we agreed with two other American companies (one company has a market capitalization of 23 billion and the other 20 billion) to build a consortium similar to that in the Caspian Sea, Azerbaijan, where oil and gas will be extracted and began Large-scale extraction of oil and gas in Georgia." If this agreement was in place when the transfer was attempted, it would have helped satisfy the requirements for registration.

And another thought, is this consortium still in place following the result of the arbitration? If it is and after the dust has settled, B12 (either whole or sectioned) is open to licence tenders after the election, such a consortium with strong financial backing and expert knowledge of the geology and extraction experience would be in a good position to gain licences (assuming the political environment changed for American companies).

Four days after FRR’s letter B19044710/7 was issued on 17/06/19 (below) and it gave a deadline of the same day to submit additional documentation / information. I assume that no further information was submitted as the next day B19044710/8 was issued (Pt5). I have tried to find out if the decision was published in the Public Registry but to no avail and I can find no trace of an appeal if one was made within the 30 day period.

B19044710/7 (17/06/2019 10:37:26) Application #B19044710 16/04/2019 17 58 36 (Applicant Giorgi Janiashvili / 01025015919 /) was received by the National Agency of Public Registry, requesting registration of changes in the subject's registered data.
The grounds for suspension have not been eliminated, in particular the decision of B19044710/5 as the consent of the partner of Frontera Eastern Georgia Ltd. (JSC No. 204905674), JSC Georgian Oil and Gas Corporation (JSC No. 206237491), has not been submitted.
On April 18 and 19, 2019 is represented by "Frontera Eastern Georgia" LTD (JSC Frontera Eastern Georgia" (JSC 204905674) a 50% stake in the owner of the partner JSC "Georgian Oil and Gas Corporation" (JSC) 206237491) Letters (180188/17 and 184042/17), according to which Frontera Risors Georgia Corporation and LTD "Frontera Risors Yu.This. On April 15, 2019, e-mailed a written notification by JSC "Georgian Oil and Gas Corporation" (S/N 206237491) and "Frontera Risors Georgia Corporation" LTD, Frontera Risors Yu.This. e-mails for the transfer of shares. As explained in these letters, the notification was not attached to any documents that confirmed that frontier Risorsiz Yu. E-Mail has a financial and technical opportunity to fulfil the obligations under the contract and Frontera Risorsiz Yu. Ltd. The e-mail agrees to the terms of the contract and fulfil their performance.
Thus, since the written consent of the state is not provided, the National Agency of Public Registry is deprived of the opportunity to investigate whether the party has fulfilled its obligations under the Contract on the Distribution of Products and the Study of the Processing Plant.
Deadline for additional documentation / information submission is 17/06/2019
