In answer to your 17:31 post CB, yesterday, the scale of this project has always been a challenge. Starting from where they were and with what the Indian Government want to/are trying to achieve.
I disagree with your point that " ..... they literally do not know where to start." Because they started, in my opinion, a few years ago. With very little experience, very little infrastructure and vast differences in their social divisions, in comparison to other developed countries. As with many countries that CyanConnode are targetting.
But the introduction of a broader, India Team, consisting of Ajoy Rajani, Rajiv Kumar and Ratna Garapati, will bring the added experience and local knowledge to the negotiating table. Added to which, Allan Baig will bring his experience with " ...... operations and engineering deciplines across teams in the UK and India."
The UK is what you would call a developed economy and yet the UK smart meter rollout has taken years to start gaining momentum. So India, in particular, has done well, under the circumstances, if you compare them with the UK, in my opinion. But the end market is far bigger.
I also disagree, with your observation about, " .....I can't see breaking it up into bite size chunks, making much difference."
On a completely different comparison, for the Covid19 vacinnation programme, The UK Government/NHS, divided the public into " ... bite sized chunks .... " if you see what I mean, so you knew when you were able to get your jab. When the first nominated group were complete, then the system highlighted the next group. And so on. " Bite sized chunks " works well for me and I can see where they are coming from. It saves the system getting indigestion.
The problem that India specifically, in this case, and other developing countries need to solve, is accurate billing and cash collection. As they found out during the Covid lockdown, the billing and cash collection was far better from truely smart meter billing collection, than when they had to depend on a meter reader needing to be employed to do his/her rounds.
Just my alternative way of viewing the situation.
