It would make a difference to current and possible investors if the BoD of NUOG or MFDevCo actually shared the extent of the commitment to be contractually provided by the consortium members in terms of man hours or financial approximation.
Without that info, we have no way to be sure whether such collaborations are purely nominal.
AIM has plenty of examples of companies that have signed memoranda of understanding that actually led to nothing concrete whatsoever (e.g. AFPO).
On the other hand, signing such memoranda is nothing for large companies like Aibel, Aker, Arup, COSL, Kongsberg. They all have fingers in dozens / hundreds of pies, and do not give cash upfront nor (as Xcite as shown) do not come to the rescue when things go South.
