RB, you are thinking too simplisticly about the situation.
A company has to be set up in Mali which is specifically for miners, I imagine it is structured in two ways, one so the owners cannot run away from their obligations and secondly so the government is not also liable on their share.
All of the leases, licences, permits and assets on the ground have to change ownership from the exploration company to the mining company through a process called re registration. Hainan completed everything it needed to do outside of Mali, gained agreements inside Mali and once completed, the last RNS, Bernard could start the process I describe.
They all are not transferred over yet for the payment and agreement to be completed, that is all.
