Bonkers, I think most people would just walk away and find another home for their money rather than try to find another avenue to deal through. It would be just too much hassle and MTR need to be sorting this PDQ.
If it were dead in the water, we'd have to be told wouldn't we? You can't keep a lid on that sort of info. I agree price is the most likely stumbling block but the talks must be continuing. Question is -how long for, before somebody calls it a day, in which case it's not even "if" let alone "when"
I think it's more likely to mean temporary, i.e. short fixed term licenses, are going to be issued to minimise further inconvenience to applicants, pending full licenses being issued when they've got their backsides in gear.
I think 1 other site has been reported on here as having stopped dealing in MTR, as a result of which MTR are supposed to be getting the relevant document drafted. They clearly need to get it done sharpish-MTR shares aren't exactly awash with buyers at the moment ; we hardly need obstacles being put in their way by MTR itself.
