I have added the releases of timeline from the 2019 WINX announcements to give a heads up of where we are right now with Charlie 1. We can see that PTD was not given until Ice Road was at least 10 days into construction. Makes sense I think, because (AOGCC) wouldn't want a false start.
So, all good thus far, IMHO.
Highlights 6th January 2019
• Ice road construction commenced for Winx-1 exploration well
• Winx-1 Permit to Drill (PTD) submitted
• Spud schedule for mid-late February 2019

Western Leases – Winx-1 Exploration Well
The Permit to Drill for the Winx-1 exploration well was approved by the Alaska Oil and Gas Conservation Commission (AOGCC) on the 16th January (AK time).
This is the final major permit required for commencement of drilling.
Construction of the ~11-mile ice road to the Winx-1 exploration well location is proceeding as planned. Once complete, the ice pad will be constructed, and the rig will be mobilised for drilling.
Rig mobilisation is expected to commence in early February.

A couple of links referencing March 2019 drilling of Winx. Obviously our Charlie 1 is a bigger project than Winx but the articles definitely appraise the logistics & timing attached to a project of this magnitude.

I did notice the reference to Deadhorse & Dalton Highway in the first few lines of the latest ANN, but being an orthodox optimist chose only those things positive.
Highlights

Operational activity for Charlie-1 progressing to plan for February 2020 spud Operations
Update: The Nordic Rig 3 will exit the Dalton Highway approximately 20 miles south of Deadhorse before it begins its 30-mile journey on an ice road to the Charlie-1 location.
Construction is complete for the initial snow trail to the first lake that will be utilised for building the ice road.
Production of the ice road itself is scheduled to commence prior to the end of 2019, weather permitting.
