I would love to know the answer to that. Putting aside the tragic loss of life for a momemt , their decision making makes absolutely no sense. The grades are extremely problematic. Kids will be getting on uni courses they are incapable of completing successfully.
Businesses are not foolish , they may have multiple A * grades but will hit a wall at interview / multiple HR / joining tests.
