I would say the political standpoint could affect Capita (this is obvious), however as I have said before, I know people in the Civil Service. Ok, it's a fairly small sample but the tech used is behind the times still. Frontline, the UC system is ok, but they still use really old platforms for JSA / ESA.
Elsewhere, AI is being implemented, but is there enough skill in house to deal with pressing matters anyway? Wages are generally lower so high quality staff are usually found in the private sector rather than public. I just don't think there is the tech, nor know how to take things in house yet. Not saying it can't happen and if the Gov continue to invest in tech, it could happen. But if they are investing and also potentially having to pay higher wages for skilled workers, then a deal with a private company like Capita / Serco etc could actually save them money.
