I get that and imo that decision by the goverment was in part political, you can hardly expect 80 year pensioners to get a part time job to make ends meet, and probably lumped in with the "do nothing all day" lot.
Ok so let's assume all workers that provide a service, let's say a bus service provided by a PlC and not a medical service funded by the goverment, get a 19% pay rise which will essentially mean a permanent increased cost, then its only fair to assume that said company that had cut costs considerably already, may have to increase its prices at a faster rate than would be expected, therefore adding to cost inflation.
Personally I agree with what you said, and refer to RR who gave their staff a one off 2k cost of living payment. An appropriate pay rise with a maybe a one off market supplement may be more prudent.
