Not sure but the lower their market cap the more vulnerable they are to RIO.
If they do not play ball to any bid GGP could be a pawn, even as an irritation. Rio take 25% and depending on what they see from other licences a premium for the lot.

Newcrest will not charge directly as they already sub contract to a firm that manage Telfer, so it will be they who charge anyone else who use it via toll charge process. The fact NC agreed a new longer contract a few months ago is another positive sign they expect Telfer to be busy for years to come.
