Solution :

Rather than sending Baghdad the 120bn Dinar - why not deflect it to paying the empoverished Kurdistani govt. employees (or does that bypass the usual scope for pilfering some of the incoming payments from Baghdad)?

Greed over-rules sensibility around there of course.

At least convene a meeting to set up a committee to review the crazy idea - then another series of meetings to obtain govt. approval - then another meeting to make the decision Law……
