Master ; when you say ' District has already been approved ' do you mean that the District land access agreement has been signed ?

I ask this as the ' approval ' was really back in late Feb, when the District Committee voted in favour of PM. It's the signed land access agreement that we need right now, plus ideally also the Special Purpose tripartite agreement signed, which the governor has so far refused to put his scrawl on.

Master 82; just noticed that you mentioned ' Provincial ' rather than ' District. ' Not sure now whether we a talking about the tripartite special purpose agreement at provincial level, or the land access agreement at District level ? Or are we talking about both ?

Just to point out that my prediction a week or two ago was for us to get the District sign off on 1st June, plus or minus a day or two.

There seems to be some confusion here. There are 3 tiers of local government, and the land access sign off we need is coming from the Matad District Soum. This District authority ( Soum ) is elected every 4 years, and is composed of local citizens who form a committee. This is the committee which voted overwhelmingly in favour of PM having the land access at the end of February 2024.

To my understanding, these elections are parliamentary elections for the national parliament. I have not seen any reference to local Soum ( District ) elections, or any other form of local elections happening in June. It's a national election being contested by the three national parties. So what's all this business about the Matad Soum committee being preoccupied with campaigning for elections - am I missing something ?

I thought that the three tiers of local government, including the 330 Soums ( Districts ) are not facing elections ? I know that District elections are every 4 years.

Surely this upcoming election is a parliamentary central government election only only isn't it ? Isn't it just the 3 national parties which are contesting the election ?

How does central government elections impact on the District authority drafting and signing the land access agreement ?

1st of June, give or take a couple of days, for MATD to have the signed land access agreement is my prediction....

LondonSuede ; I didn't realise that you have a cctv camera mounted in the MATD offices, and that you are constantly remotely monitoring what the team are doing.....

Or maybe you make regular trips to Singapore and Mongolia to catch them out on snap inspection visits....?

I've noticed that when the share price reaches this kind of level, the anguish and anger on here reaches a crescendo. I'm guessing that most people have an average of around 4p. That includes me. Frankly If the share price was more like 4.5p I don't think you would hear anything like the levels of panic that we are hearing on here now.

Volatility I'm afraid it's part and parcel of getting involved with these types of AIM shares - in the last year the price range volatility has been something like 400%. If people can't stand this type of stomach churning roller coaster ride, then perhaps they need to look at themselves and question their investment strategy. Dipping in and out on the numerous price spikes on the other hand would have been a profitable approach if you can understand charts. Just plonking a load of cash in long term and hoping for the best has so far not been a smart approach.

Anyway, it's 3 months now since the Committee voted in favour of MATD. I still haven't see any evidence that this is an abnormally long period of time for the agreement to be signed - we know very well that the wheels of bureaucracy in a country such as Mongolia work at snail's pace. Why is there an automatic assumption that something has gone wrong with the land access agreement ? IMO If the share price were 4.5p then the people having hysterics right now would be far calmer and rational about timescales for the land access agreement.

To reiterate again - it's been 11 weeks since the District Committee voted in favour of MATD. Some seem to assume that there is a problem, as due to anxiety about their investment, they assume the agreement drafting and signing has taken too long already. It's a bit like hearing a child say ' are we there yet ? ' Nobody knows what a realistic timescale would be for this kind of land access agreement - it probably hardly ever happens anyway, so the correct admin and legal procedures probably had to be worked out by the District Committee who back in late Feb voted overwhelmingly in favour of granting the land access.

In reality, it's not like MB stated in the March RNS that it would take say 6 weeks, and it is therefore clearly overdue. The land access draft and signing may be running like clockwork for all we know, but people are impatient as they want certainty right now.

Just a reminder that according to the 1st March 2024 RNS the District Citizens' Representatives Committee voted in favour of MATD at the end of Feb of this year. So the land use agreement has taken about 11 weeks so far.

Of course, from our perspective that seems like an incredible amount of time - but time is relative. We have no basis of comparison to know whether this is normal or abnormal. All we do know for sure is that Mongolian bureaucracy is habitually sclerotic. It may turn out that say 3 months for this kind of land use agreement to be drafted and signed is completely normal. It's just frustrating that we don't have any updates on how far the process has advanced thus far.

There was no hint in the AGM that the governor has interfered with the process, and as the 1st March RNS stated ;

"Heron 1 and the other locations that the Company wishes to work on in 2024 are not within the overlapped area."

Hamm ; "L2 doesn't look good. I wonder share drops more. What is the next resistance level 2.7, 2.5, 2.2! "

I think you mean support levels. I do wonder if some of the people on here have ever looked at a bar or candlestick chart in their life.....If know nothing about support and resistance levels then you will struggle to time any trades wisely....

Professional ; as time rolls by, it's not beyond the bounds of possibility that MB and the company may be informed by the District authority about how things are progressing - which might in turn make a likely timescale become increasingly more apparent. It's highly likely that the two parties are constantly in communication.

I'm still amazed that nobody seemed to raise a question in the AGM with MB about likely/anticipated timescales for the District land access paperwork to be signed off. For me it was question no 1 to put forward - but oh well....

Straight after the RNS announcing the verdict of the District Committee vote , one or two on here were saying that we would of course get another RNS ' within 2 weeks ' to confirm the sign off. Of course there was nothing mentioned in the RNS about a likely timescale, so this was guesswork based on nothing more than wishful thinking.

The issue right now is that nobody seems to have pinned MB/ MATD down on what they think a realistic timescale for the sign off might be, and we have no benchmark/comparison to know whether it is being delayed or is proceeding at a normal pace within the District administration. We did hear a District official state on social media that they are ' supporting ' MATD, which reflects the fact that the District Committee voted overwhelmingly in favour of granting the land access.

Unfortunately, the a few on here are now going into a state of outright panic, so a narrative has now developed that the governor ' must ' have put a spoke in the wheel of the District land access sign off. This despite all the noises coming out of MATD indicating that the land access is proceeding normally without any interference. Clearly it's not happening quickly enough to give us all immediate peace of mind and to line our pockets, however giving peace of mind to foreign investors is presumably not part of the thinking behind Mongolian District administration procedures in terms of land access for oil extraction...

I think this is why it's important right now to stick to known facts, and not let hysteria and unfounded speculation based on nothing but fear set in. There is no evidence that the governor is interfering with the District land access sign off, or that he holds the final word in terms of the Special Purpose agreement sign off.

Master82 ; the fact is that many on here - including myself - have played this stock all wrong. so far, and are stressed as a result.

IMO with hindsight, the only sensible way to have played MATD thus far is by using a method that is recommended in a small cap investment book which I read recently ; so with micro mining and biotech stocks to sell your initial investment on a spike caused by a news catalyst, and then hold the rest. So if I bought £10,000 worth of MATD shares at 4p, and it spiked to 8p I would sell £10,000's worth to get my money back, and then risk just my paper profit. If it then falls to 3p then I am still £7,500 in profit. If the company goes bust I don't lose anything.

I love the way that you say I should ' do more research. ' I think that if you and I had followed the simple method described above, then we would both have derisked by now.

I just think you maybe you regard yourself as some kind of research guru ( hence your username on here ) when in reality really most are taking a punt through leaving our investments in there for years despite the volatile price action, and despite it being impossible to really know what is going on over there at administrative and political levels.

When I am out of MATD I intend to have a go at day trading Nasdaq stocks using technical analysis. Every day I see multi baggers on there which happen in just an hour or two. I just think many on here are deluding themselves if they think that this is anything other than a punt on a speculative stock in a challenging country from a legal and political point of view.

I think people can kid themselves into thinking that they are some kind of smart investor through doing all manner of ' research ' into this that and the other in the virtual world, looking at maps of Mongolia, following what various Mongolians are saying on social media etc. I remember how proud you were when you declared a couple of years or so ago that ' boys and girls we have our LP ' but it turned out to be nothing of the sort. And again I noticed how proud you were recently that MB had answered your questions - though for some reason nothing was asked about likely/realistic timescales for the District land access paperwork. I just think that with investing or trading the ego can play tricks sometimes - especially if some people like to hold forth and impress others on a board like this through their amazing ' research .... "

As regards the overlapping land - the governor clearly is making a false objection given that the overlap is in fact the fault of his provincial authority. The RNS at the time clearly stated why he is in the wrong on several counts.

Rookie72 ; some on here who are sinking into despondency, and are now assuming- without any proof and lots of speculation - that the governor is now intervening to screw up the District land access permit, which the District Committee had already overwhelmingly voted in favour of MATD. According to information released in a recent RNS, the governor is only holding up the Special Purpose agreement signing, which would not be required for making a start in 2024 if the District permission comes through. It may or not be necessary for activity in 2025, but obviously if it were needed then there would be many months to play with for it to finally come through.

There was no hint in the AGM Q/A session that the governor is doing this - the issue right now is that the District land access seems to be us to be taking a lot of time, however no timescale for this was ever mentioned when a recent RNS stated that the District Committee had voted in favour of MATD. Obviously, people are anxious and impatient, so automatically assume that the District permit is taking a long time to issue. In fact, it may just be taking a normal time to process. A question about timescales should have been asked in the AGM, instead of one or two individuals asking about future dividend payments or other superfluous questions...

You don't realise then that China has ramped up sales of machine tools, microelectronics and other technology that Moscow is using to produce missiles, tanks, aircraft and other weaponry ?

Or that China doesn't recognise the sovereignty of Taiwan ? If it invades then it will destroy world trade and cause a monumental shock to the world economy. All the supply chains built up in the last three decades would fall apart, and most likely there would be the mother of all financial crises. The US and the EU would be under pressure to wean themselves off Chinese trade and minerals, so inflation would soar like never before. Plus Taiwan produces more than 60% of the world's semiconductors and over 90% of advanced ones.

Anyway, if China is so peaceful why are they creating so many bases in the South China Sea ? They are a nasty, authoritarian regime who are anything but peaceful...
