Morning, GaryBoy,
In answer to your question, that would be a big NO...
The reason is this, the only thing you can put into your share dealing ISA is 'CASH' and £20,000 is the limit for this Tax year so you put money into your ISA and buy your shares from within it.
If you wish to transfer shares from a share dealing account into a share ISA it cant be done as a straight transfer as cash is the only permitted thing to go into your share ISA the shares you wish to transfer have to be sold first, then the up to £20,000 can be transferred into your share ISA and then that money can be used to buy a new tranch of shares from within and are then shielded from any tax whatsoever.
As the stock is suspended from being traded NO such action can take place, unfortunately.
I hope that explains and is of some use.
All the best
Ian
