Yes, it's in the public domain that ODX is negotiating gov't contract. The twitter link to associated article is worth repeating though, and esp to note "The new test is expected to obtain regulatory approval in the next few weeks and will be launched for use in a mass screening programme before the end of the year." There is a key event - the reg approval, and the actuality of the gov't contract, that should underpin the rise here. IMHO.
