I don't think this is a big issue. They have said they have lots of people doing work but as you suggested before they are working as consultants NOT employees so do not appear under employees or have their pay shown under salaries or wages. There are three places in the accounts where their cost may appear including the R&D line you mention (and the most likely), legal and professional plus administrative expenses.
These three areas will include all people that contribute (who are not employees), not just the boffins in the lab, and comes to around €2m in total.
This may still seem light even if it is all consultant payments but as you also say we don't know if they are full-time - which they almost certainly aren't. In addition at least some have been granted options but these will be add-ons that come into play in the event of significant sp rises so are not the only or primary part of their incentives (though could end up being more valuable if things go really well).
