All parties involved in business with Iran/contemplating business with Iran have to wait and see the full detail and implications of the new sanctions. They then have to way up risk/reward and make their separate decisions. Lots of pieces in the Iranian contract jigsaw. They all have to go through this process, some may need replacing, hopefully they are nearly all in place. The contract addendum has to be ratified by multiple layers of bureaucracy in Iran, it takes time.

I believe it is true, I have read about some time ago. There was a report I read where the US diplomats were hoping/arranging a meet up between Trump and Rouhani. Then Trump gobbed off in his speech to the UN and was rude and insulting to the Iranians. At that point the diplomat realised there was no hope of any meetings because Trump had messed it all up. It didn't stop Trump trying to arrange meetings. He just didn't understand how these things work.
