I have no idea why they have not restarted the plant but the analysis would be this:

The strike is at the Operadora subsidiary. It runs El Condero and El Bagre. The plan was to accumulate excess ore at El Limon to create a stockpile of 3.000 tons. No production and no transport from El Condero means it is risky to restart El Limon without visibility on how the strike will be settled. Supposedly, Soma was going to start shipping ore from Escondido and from the former illegals. Maybe it was deemed too risky with the strike on-going.
