I'm not in the industry, but it's shown up in some studies I found.
Personally I can't think of a better way to express how much time the patients, as a group, have potentially been exposed to the virus.
I mean, if they'd tested for coronavirus a day after vaccinating they would have probably got a 100% success rate. But it wouldn't be a true measure of its efficacy, and the 'patient-years' would reflect that.
