Lithium oxide is about 42% lithium by weight. So 1.4M tons of ore with 0.42% Li2O is going to contain about 25,000 tons of lithium metal. Assume 90% recovery and 10% dilution and you'll end up with a nice round 20k tons of Li2O. Now, both Li2O and Li2CO3 share the same ration od Li (Li2) you should be able to substitute Li2O and Li2CO3 interchangeably as a unitless quantity.
