Lloyds have issued 41,284,589 new shares since April to todays RNS Total Voting Rights. At the very least they should start a buy back that nullifies all new shares issued annually, or better still, buy back 2 x the amount of new shares issued annually so as to reduce the amount of registered shares in circulation gradually. This alongside a progressive dividend policy wouldstillleave some spare excess cash
