If they are going to increase the flow by doing some work on it (clean up mud damage, increase perforation length, choke change, etc) then they'd want to do it before the pipeline connection or much later down the line when the well needs a workover.
The tests will be done before any decision is made though IMVHO. The data will help make the decision for them.
"A well-workover of the Ntorya-1 well ("NT-1"), to enable rapid tie-in to the gas production facilities and bring the well into early production requires the use of a drilling rig and will run after the drilling of CH-1, which we expect later this year."
They will have the rig in the area for CH-1a and NT-1, so why not just do a workover of NT-2 at the same time. That's what I'd do anyway.
