the company brought out a business in Boston many years ago I believe, in part to qualify for contracts like this.
One of the founders of GDR had worked extensively in the US at various Universities and had built up relationships with all sorts of contacts over there.
It is very very difficult to get these contracts if your outside the USA

We know from a budget from the US DOD. that for the time span of that budget they had put aside $12M we also know GDR were expecting a £5M order which had been revised to £7M. My guess is that this is the start of that.
