“Rachel Reeves’s raid on businesses will lead to the loss of 85,000 jobs, economists have warned, mostly affecting Britain’s lowest-paid workers.

The Resolution Foundation warned of potential redundancies ahead of the increase in employer National Insurance contributions (NICs) and the minimum wage, which the think tank claims will drive up the cost of employing a part-time low-paid worker by 14pc – the biggest jump on record.

Given the scale of the increase, which is the equivalent of £1,363 a year, the Left-leaning think tank predicts that employers will have to fire staff, reduce hiring or trim hours to cope with higher costs.

Nye Cominetti, an economist at the Resolution Foundation, said: “We find an employment effect of 85,000 in terms of average-hours jobs. It is a substantial number. Most of that employment effect is concentrated among low-earners.”

New research by Retail Economics reveals that shops face a £5.56bn increase in costs from this week as changes from Rachel Reeves’s October Budget take effect. Higher costs are split between National Insurance increases that come into force on April 6, higher minimum wage from April 1 and a £720m bill from business rate changes.

Retailers are expected to take a £1.76bn hit to profits, but around £1.72bn of the higher costs is set to be passed on to customers through price rises. The rest will be covered by slashing costs.

Richard Lim, chief executive at Retail Economics, says: “Retailers are staring down the barrel of a £5.6bn wave of additional costs that will squeeze margins and threaten jobs across the industry.

“With operating costs rising sharply, many retailers have little choice but to absorb some of the financial pain while cautiously passing costs on to consumers already facing their own pressures.”

“The Chancellor’s decision to raise capital gains tax will leave a £23bn hole in the public purse, the budget watchdog has warned.

Rachel Reeves increased the top rate of capital gains tax by 4 percentage points in her maiden Budget last year while stripping back relief offered to those selling companies or shares.

However, analysis of official forecasts suggest the tax raid has backfired as investors raced to sell up their assets before the new rates come into effect.

Following Wednesday’s Spring Statement, the Office for Budget Responsibility downgraded its forecast for capital gains tax intake for every year for the next five years, wiping £23bn off the projected tax intake by 2030.

Alex Davies, of investment platform Wealth Club, said raising capital gains tax was “a ridiculous move from a government allegedly determined to ‘kickstart growth’.”

He added: “Put rates up and people change their behaviour, from rushing to sell before rates rise to holding on to assets for much longer in hope of a future rate cut. The result is fewer tax receipts long term and less economic growth as people transact less.”

It is the latest blow to the beleaguered Chancellor, who this week was forced to defend abysmal growth projections published by the budget watchdog.“
