You make it sound like the SJ equipment is now just lying there after use by other contractors.

If equipment is available on another operation after being used by the previous contractor then it will be moved forthwith otherwise penalty costs would be incurred. Equipment only hangs around or is returned to the owners yard when no one else wants it. Service equipment does not come cheaply. When service equipment and personnel are no longer needed then you get rid like a hot potato. There must be some other reason rather than the one you are suggesting.
