Ibiza, if you can accept the word of one who has worked on the drilling side and for a short period on the production side for more than 40 years I can assure you that the oil business as applied to the product never sleeps. you cannot shut down the product passing through a train or stop the drill string turning to the right just because Father Christmas is coming, I have spent many Christmas and New Years Day's away from home.
Hot shots, that is " a minutes notice needs" happen quite frequently where equipment and supplies are needed like yesterday to keep operations moving.
Planning ahead does not always work in your favour due to such things like weather conditions mainly for offshore operations.
If swathes of overloaded rubber dinghies can cross on a daily basis one of the busiest shipping routes in the world, If the testing team and equipment are coming from France I cannot see why they could not have been in place months ago but then again I am not running the show.
When contracts are signed with service companies there would usually be penalties if said service cannot cut the mustard.
Being in charge of logistics for offshore operations including boat movements supplying not just equipment but water, fuel, cement, barite, bentonite, LCM and catering supplies etc, etc, In general I would be informed by the rig manager about forward operations.
Onshore work by comparison to offshore is a piece of cake.
I, and I am sure most SH's would be interested to know how PG's forward planning is carried out which would not include "tight hole" items but PRD and communication with share holders does not seem to go hand in hand.
