Well Bomb3r, not sure I agree with your reasoning
A year ago or so a generalised figure of around $35 was used as an all in cost: production, distribution, local BEA , tax etc. Since then the volume has gone up, costs brought much more under control, so your figure of circa $28/kg as an 'all-in' cost may well not be far from the mark. By 'all-in' I include all costs and taxes. The actual admin and distribution costs are relatively small if you care to look at the published accounts.
Your general statement though is perhaps a bit misleading to newbies. There has been some very detailed balance sheet and finals cost analysis done by various people (Ophidian Pdub, BBN etc) and repeatedly shown to be pretty accurate.
