When working on major telecoms contracts we used to respond to a tender specification, if called forward for tender negotiations we (and sometimes other tenderers) would enter into discussions with the client. At some stage the client would decide who they wanted to go with. They would then write to us a 'Letter of Intent' as a sign of good faith and we would then enter detailed negotiations with regard to the finer aspects of the tender. This would often be in several stages with each stage being signed off with an established price. Once all stages had been completed the final quote would go before the board to be signed off. We were usually (but not always) kept in the loop in order to programme factory production. The official order would be sometimes way down the line, because the customer had other hurdles to clear, sometime financial sometimes political. Only when the client had all their ducks in a row would their board autherise the official order to be placed and it was only then were we allowed to publicise that we had been awarded the contract. That was the telecoms market, I have no reason to doubt that other industries follow the same criterea.
