These guys have to review the entire project from design to completion to verify anything and everything that they want to. That initial planning was obtained and approved in accordance with local laws, by laws and procedures. Confirm the design is based on sound engineering practices, maybe even check that soil conditions and pipeline support plinths are compatible. Check the supply chain for quality of components and evidence of materials quality inspection/sign off. What are the operational requirements of the system, how does it operate, what are the safety controls and emergency response systems? Do they work? are they effective? Was the inspection and test plan adequate and suitable for size and scale, was it implemented properly, was it witnessed, by whom, were they competent to do so, were the results within the permitted parameters of the design. Are all welded flanges, joints, pipe spools welded to the international and local Codes by a 'coded' welder, have the welds been tested using the right methods, Dye penetration, radiography etc. Are the weld logs available, where did the welding rods come from, how were they stored, what QC was implemented for the weld process. Were the changes to design to facilitate the tie-in to the Shell system managed correctly, were the modifications carried out in line with the overall design code- is there documentation to demonstrate that the people used for the installation are competent. Does the ESD system operate as it should, have intrinsically safe control equipment been used in zoned areas?
Crikey, I can sit here and make a list of verification questions to keep a team of people busy for a year. Hopefully these guys just want to know if gas goes in, gas comes out the other end and doesn't leak in the middle and we are home and dry. Pity/shame/a bit surprising that TXP project management team didn't appear to make allowances for an overall project verification process, or the govt make it clear to TXP that due to this being the first blah bah blah the gov't will be instruction a CVA for the project.--Next issue comes -- where to find an honest and competent CVA in T&T that is not being influenced by 'sources unknown' that seem hell bent on blocking all progress that TXP attempt to make. Told myself to sell up at 102p but kept hold for and early Coho party. Annoying. bit like me.
