I'm not a geologist but looking at this paper this is what I believe is happing in Tanzania.
The rift vally , where the drill site is , has lots of volcanic activity in the area due to the continental drift . Helium and hydrogen are able to make their way up from the mantle underneath the earths crust because the earth's crust is breaking up in the area due to continental drift .
Hydrogen and helium make their way through faults and cracks in the earth's crust. They meet up with water which gets trapped by shales and clays and underground reservoirs are formed . This water gets saturated with the gas and that saturated water can then be brought to the surface and the gas can then be released .
