Kilwa Energy, the gasless gas-fired power station…
Admassu Tadesse, the boss of Trade and Development Bank (TDB, formerly PTA) who recently announced a $200 million contribution to the planned Kilwa gas-fired power plant, may not be seeing a return on his investment any time soon. The finance minister Philip Mpango and the minister for energy Medard Kalemani, whom he met in early July, held out to him the promise of a 318 MW plant thanks to a forthcoming LNG project, but this is unlikely to see the light of day for another decade… In the meantime, the only option for supplying gas to the future plant is through PanAfrican Energy (PAE), a subsidiary of Orca Exploration which is currently supplying the Songas power station (ION 1478) and several major companies, including Coca-Cola and the cement firms Heidelberg and Dangote. Maurel & Prom, the only other gas supplier in the country, has reached its current capacities of 90 MMSCFD at its Mnazi Bay facility. The Songo Songo field operated by PAE still has spare capacity, but the company will first have to conclude the Gas Sale Agreement (GSA) which it has been trying to negotiate with Tanzania Petroleum Development Corp (TPDC) for the last five years. The MD of PAE, David K. Roberts (AEI 688), is hoping for a signature on the dotted line in the next few weeks, but has told the Indian Ocean Newsletter that he has not been approached so far by Kilwa Energy Co, the company which will construct the plant, regarding a possible partnership.
