In my sparetime I work in and for (music) clubs. Every club seems to work more judicious yet keener, less antagonist sacrificing any progress for personal interest, closer to volks and deeply enrooted to reality, in short: servicable, than any government.

If it was a club and turbines where instruments, or let's say soccer fields and they want to achieve it: they would achieve it. They'd beg money from politicians, sell cakes, saussages, lemonade, beer, let a tin go round and crowdfound, tell it in the newspapers -> anything.
