I think you're exaggerating the debt issue. It's barely 0.5x EBITDA (when really debt only starts to become a concern above 2x), and should start declining soon as they had some one-off investment in Mexico.
Slater's PEG ratio theory (P/E divided by profit growth rate) says that anything under 1 is considered very good value. PEGs under 0.5 are rare. And yet on a p/e today of 4 and a profit growth rate of say 20%, CTA's PEG ratio is 0.2 (!!)
I think the only thing holding us back from a rapid doubling to 70-80p is that Otus are possibly still dumping. But who knows, they might change their mind now? Or other smallcap instis might take an interest, or Gyllenhammer might buy more.
I certainly believe that by the time next results roll around in 4 months' time, we'll be pushing into that range.
