The government have linked the non-payment of the UK-RTC outstanding payments to the GLP court case (for some reason, even though they have taken the product and used them), they have stated previously if ABDX attempt to pursue payments they will petition the high court to issue a stay until the GLP issue is resolved, which looks now to be at least may 2022, so unless the DHSC change that stance it is not likely any payment to the UK-RTC will be seen before then

The issue really does seem to be that there is something fundamentally wrong with the manufacturing side of the "U.K diagnostics" industry. Look how long ODX have taken to get TT complete for the Mologic Antigen test, over six months, and we see from Abingdon today that both the Vattic and Avacta TT transfers are stretching into multiple month timeframes, whilst the Chinese manufacturers were pumping the market within a few months if not weeks.

Realistically this issue is self inflicted by the decades of UK outsourcing its manufacturing to the far east and china, and relying on making money from innovation and research.

So whilst I think this government incompetent and corrupt, they were left with very little choice on where to source tests from at the beginning of the pandemic, and now its all about the cost minimisation, coverups and over the top regulation

It would appear though for some inexplicable reason it only appears that the UK companies are running into these problems, Scores of Chineses manufacturers don't seem to have had the same issue, whether thats due to incompetence, lack of brown envelopes stuffed with cash or some other reason we are all still at a loss to understand what has taken place over the last 18 months.

The DHSC and everyone connected to it are just full or s h i t when it comes to supporting UK industry, they are only out to grab headlining soundbites but when it comes to cashing the cheques their big gobs keep writing there is always nothing.
