Didn't JC only recently confirm CC had 1 million meters on its platform in India, where there are now over 10 million meters installed? 300,000 more on CC platform, against 6.2 million more meter installs. So, yes something has changed. This is where he gets his 7.5% number. It was JC's number, nobody here just thought it up LTI.

March was to be the month they work out which companies can deliver what they want. It appears they have only just worked out what they want, and it will take them a long time to find enough suppliers who can prove they can deliver it. Literally nothing has changed for at least 6 years, they are simply re starting a process from a different point.
